Tamy Guberek and Romesh Silva
March 2013

PRIMA experts Romesh Silva and Tamy Guberek were members of a team advising the African Union Peacekeeping Mission in Somalia (AMISOM), in partnership with the Center for Civilians in Conflict. In 2012–2013, the team evaluated AMISOM’s data systems for monitoring civil casualties in Somalia and identified opportunities for improvement. They outlined a design and implementation plan for the launch of a unit within AMISOM to track civilian casualties. The development of the Civilian Casualty Tracking Analysis and Response Cell (CCTARC) is in progress according to their recommended specifications.
